CISA report pointed out that China's steel industry is still facing four major outstanding issues, including overcapacity in conflicts and structural problems, enterprises ' exit mechanism has not been established, as well as unfair market conditions.

Therefore, china has planned to cut crude steel production capacity of 100 million -1.5 million tons, starting in 2016, a 5-year period. the CISA says steel industry overcapacity, solution focused on eliminating backward production capacity a few years ago. 

Starting from this year, China will turn to dissolve excess capacity. It is estimated that 400,000 to 500,000 steel workers will face adjustment.
