In the first place, its owner, Jorge Flores Ancachi (AP), supported the aforementioned initiative of his authorship, which has the objective of delivering legal proposals to the Peruvian State and to national and foreign investors, for the use of Green Hydrogen "to decarbonize the economy and comply with national commitments to combat climate change”.

The head of the working group stated that the purpose of this project is to "develop industrial technology with Green Hydrogen, promoting a clean and sustainable future, as well as constituting a unique opportunity to generate a new industry, promote its derivatives, economic diversification, development socioeconomic and innovation”.

For Flores Ancachi, in the concern caused by global warming, lies the need to develop a National Strategy and Public Policies, for the development of the Green Hydrogen value chain.

In this sense, the legislative proposal entrusts this task to the ministries of Energy and Mines, the Environment, Production and Transport and Communications, who will act within the framework of their respective powers, and with the support of a Working Group created for this purpose.

Said National Strategy would be binding on all public powers and approved by the competent authorities.

Congressmen Elizabeth Medina Hermosilla (BMCN) and Carlos Alva Rojas (ID) intervened, hailing the initiative as a good alternative for the development of our towns.


The regional envoy for Economic Affairs of the Embassy of the Netherlands, Marc Hauwert, affirmed that Green Hydrogen is the route to combat climate change, since it is an export product that generates employment, income and guarantees sufficient energy supply.

Immediately, the manager of Commercial Intelligence of the ENGIE Group of France, José Alberto Monzón, stated that the important thing in the Green Hydrogen generation process is water, and this, in Peru, can come from desalinated water, since it is counted with a fairly rich coastline of this resource and can have access.

Monzón made a brief presentation of the French experience in the use of this energy and also detailed the projection of increased installed capacity of wind and photovoltaic solar energy in France

For her part, the head of Business Development at ENEL Green Power of Italy, Chiara Gasparrini, specified that there is a lot of talk about hydrogen, which is found throughout nature, but is always linked to other elements.

Hydrogen, he said, is an energy carrier, not an energy source, and is not attractive in and of itself; it is about how it is produced. After exposing some experiences, he maintained that Green Hydrogen is the only sustainable hydrogen and it is expected to be competitive in 2030.

At the time, the director of the Research and Development Institute of India, Ssv Ramakumar, outlined his country's commitment to climate change and the actions it is taking to comply with it. Regarding green hydrogen, he pointed out that its current demand is approximately six million metric tons.

He immediately reported that in the future system, the distribution of gas in cities will also create a demand for hydrogen of around one million metric tons. As projected, the metallurgical sector will account for seven to eight million tons of hydrogen.

Then, the vice rector for Research of the National University of Engineering, Arturo Talledo Coronado, explained that raw materials are a tiny part of a process, the important thing is to develop technology, do research.

That is why one of its research lines is to produce hydrogen in the Sechura desert. For this, he explained, the approval of a distributed generation regulation and the expediting of Cofide credit lines are required.

Finally, the president of H2Perú, Daniel Camac, highlighted the importance of producing legislation that provides a concrete start to the hydrogen industry in Peru, because this production line will generate many positive externalities, both in the economy and in the society.
