It is reported that the government of Shanxi Province is engaged in overall resource integration to build up coal titans while promoting washing out obsolete small capacities. It aims to close down over 1000 small mines by 2010 and at the same time to shape up several 100 million tonne and 50 million tonnes giants.

As per report, the province has taken steps in closing some 800 backward mines, with 125 closed already and about 700 idled. It is learned that there will be another 500 to be shut down within the next two years. By the end of 2010, the number of coal mines in the province will be dwindled over 50% from current 2800 to no more than 1500, and the capacity of enterprises will be raised to 3m tons a year.

The local government also encourages large state-owned as well as qualified enterprises to consolidate small and medium coal mines through acquisition, protocol conversion, regroupment or equity participation. There will be two or three 100 million tonnes and three to five 50 million tonnes super coal groups to be taking shape by the end of 2010, with over 75% of the provincial total capacity being controlled by these groups.
