According to Feng Helin, Deputy Secretary General of China scrap iron and Steel Application Association, in 2020, iron and steel enterprises will produce 50 million tons of scrap steel, accounting for 20% of the total resources; society will purchase 200 million tons of scrap steel, accounting for 80% of the total resources. Among them, steel-making production consumes 220 million tons of scrap, accounting for 88% of the total resources; foundry industry consumes 20 million tons, accounting for 8% of the total resources, and there are nearly 10 million tons in inventory.

  Feng Helin said that from the data point of view, the supply structure of social waste iron and steel resources has undergone a fundamental change. Nearly 100 million tons of waste iron and steel resources occupied by medium frequency furnace "ground bar steel" have been transferred to regular mainstream iron and steel enterprises. The supply structure and flow direction of scrap iron and steel market have been optimized, and scrap iron and steel resources have been rationally utilized.

  The utilization of imported scrap resources has always been one of the key points called by experts in the industry. According to the reporter of futures daily, on December 31, 2020, the Ministry of ecological environment, the national development and Reform Commission, the General Administration of customs, the Ministry of Commerce, and the Ministry of industry and information technology issued an announcement that, from January 1, 2021, recycled iron and steel raw materials that meet the standard of "recycled iron and steel raw materials" can be freely imported.
 
  Feng Helin said that in the future, the import of scrap steel may be restricted in three aspects: first, because the current policy has just been liberalized, most iron and steel enterprises have not implemented the source channel, so it takes time to develop the channel; second, the change of foreign epidemic situation may have a negative impact on the channel and logistics of exporting countries, and the specific impact degree is difficult to predict; third, due to China's liberalization of import, the foreign scrap steel market price has declined It has passed the domestic market.
 
  Li Xinchuang, Secretary of the Party committee of the Institute of metallurgical industry planning and research, also believes that the growth of scrap import will not increase in the future, but the imported scrap resources will play a leading role. At the same time, the improvement of domestic scrap system will also alleviate the pressure of domestic iron ore shortage.
 
  "It can standardize and improve the recycling level of renewable resources at home and abroad, make full use of high-quality renewable resources at home and abroad, maximize the partial substitution of international and domestic recycled iron and steel raw materials for iron ore, and restrain the use and price rise of iron ore to a certain extent." Feng Helin said.
 
  He also said that during the "fourteenth five year plan" period, China scrap iron and Steel Application Association will cooperate with big business institute to do a good job in listing scrap iron futures, popularize futures related knowledge and strengthen training for entity enterprises, and promote the smooth operation of scrap iron and steel futures; continue to carry out the survey of social scrap iron and steel resources, find out the family background; speed up the cultivation of industry leading enterprises, and improve the industrial concentration.
