Many types of steel needed cored wire in smelting, but none needed much. The usage variance of cored wire was not comparable to other raw materials. So to say, cored wire was like chicken extract. Many cooks used chicken extract, but just a little. Without market concentration, mass production could not be taken and no leading enterprise could grow in cored wire industry.
